Plans have been submitted which could transform a former doctor's surgery into serviced offices, breathing new life into the building and supporting local economic growth.


According to the application, the proposal aims to re-purpose the now-vacant building at 46 York Road, formally known as Gladstone House into a hub for businesses, providing much-needed office space in the area. The applicant, ASP Services Ltd, submitting the plans on behalf of Mr. Bob Moore of Utility Savings Group Ltd claim that, If approved, the redevelopment would promote the effective use of an existing building, aligning with sustainable development principles.


A design and access statement accompanying the application states:


“The change of use promotes the effective use of an existing building, avoiding unnecessary redevelopment and aligning with sustainable development principles. It supports local economic growth by encouraging the reuse of a vacant property, contributing to employment and economic activity in the area.”


HBC Exposed understands the building to be re-developed was previously owned by Hartlepool Borough Council. In 2023, it's claimed the council sought to sell the property on after it became vacant following the collapse of a local charity that had been using the premises. The building was reportedly then listed on the open market for an undisclosed sum, reportedly as part of the council’s efforts to reduce costs and address budget overspending related to vacant property assets.


However, little information has ever been revealed about the sale’s specifics, leaving questions about the terms under which the property changed hands, & more importantly...... the amount it sold for ?

The plans are now said to be 'under review', with a decision likely to be expected sometime around March 2025.
